    Впоследствии размещение облигаций и заключение всех сделок с ГКО на вторичном рынке было организовано через торговую систему ММВБ. Государственный Комитет Обороны СССР руководил всеми военными и хозяйственными вопросами в период Великой Отечественной войны. Государственный Комитет Обороны изначально был создан как чрезвычайный орган, получивший всю полноту власти в СССР. Народный комиссариат обороны и его управления были рабочими органами ГКО по военным вопросам, непосредственными организаторами и исполнителями его решений.

    Итак, продажа ГКО вызвала кризис из-за проблем с платежеспособностью государства, недостоверности обещаний и неэффективного использования средств. Этот кризис стал важным уроком для России о необходимости финансовой стабильности и ответственного управления государственными финансами. Тем не менее, ГКО остаются важным инструментом государственного займа и финансового рынка России. Они прошли ряд реформ и изменений, чтобы улучшить свою надежность и привлекательность для инвесторов.

    Государственный Комитет Обороны

    Так, в частности, Берия занимался проблемами вооружения и боеприпасов, Ворошилов — подготовкой новых подразделений, Маленков — вопросами авиации. При этом члены Государственного комитета обороны не освобождались от обязанностей по основному месту профессиональной деятельности, но им в помощь создавались особые рабочие группы квалифицированных специалистов. «Постановления и распоряжения Государственного комитета обороны имели силу закона», — подчеркнул Сергей Перелыгин. В июле 1992 года Банк России по результатам конкурса среди российских бирж поручил Московской межбанковской валютной бирже (ММВБ) создание и поддержание технологической части рынка ГКО — торговой, расчётной и депозитарной систем.

    Именно ГКО определял все планы экономического развития страны в военный период и ежедневно контролировал их исполнение. Любой документ ГКО имел силу закона. ГКО образован 30 июня 1941 года совместным постановлением Президиума Верховного Совета СССР, Совета Народных Комиссаров СССР и Центрального Комитета ВКП(б). Необходимость создания ГКО, как высшего органа руководства, была обусловлена тяжелейшим положением периода начала Великой Отечественной войны. Эта чрезвычайная ситуация потребовала, чтобы руководство страной было централизовано в максимальной степени.     За период существования структура Комитета неоднократно менялась, с целью максимальной эффективности управления и приспособления к текущим условиям. Решения ГКО были обязательными для всех граждан, организаций и органов власти. Сталин, который также занимал должности генерального секретаря ЦК ВКП(б) и председателя Совета народных комиссаров СССР. Впоследствии занял должность председателя Ставки Верховного Главнокомандования (с 10 июля 1941 года) и Народного комиссариата обороны СССР (с 19 июля 1941 года).

    Генеральный прокурор Российской Федерации в 1995—2000 годах Юрий Скуратов считает, что стратегической ошибкой была ориентация на краткосрочные и высокодоходные облигации (до 60 %, при обычной доходности аналогичных ценных бумаг 4-5 % годовых). Полученные в результате средства были совершенно непригодны для финансирования долгосрочных направлений — промышленности, сельского хозяйства, создания высоких технологий и иных сфер экономики, не приносящих очень быстрой большой прибыли. Игроки на рынке ГКО получали такую большую прибыль, что было бессмысленно заниматься реальным производством. Однако эти моменты были заложены в «Концепцию развития рынка ценных бумаг в Российской Федерации».

    Перенасыщение рынка ГКО

    • В центре внимания ГКО находились также вопросы мобилизации всех экономических, трудовых и духовных ресурсов страны с целью обеспечения армии, ВВС и ВМФ всем необходимым для достижения победы в Великой Отечественной войне.
    • Они представляют собой долговые обязательства государства перед инвесторами, выраженные в денежной форме и с фиксированным сроком погашения.
    • Основная цель размещения ГКО – привлечение дополнительных средств в бюджет и обеспечение финансовой стабильности государства.
    • Наиболее важным подразделением было Оперативное бюро, созданное 8 декабря 1942 постановлением ГКО № 2615с.

    До 70 % западных кредитов уходило на спекуляции с облигациями ГКО, а не в реальный сектор экономики. Возглавил Государственный Комитет Обороны СССР Иосиф Виссарионович Сталин, который также занимал должность Генерального секретаря ЦК ВКП(б) и председателя Совета народных комиссаров СССР. Создание ГКО имело целью быстро преодолеть растерянность и ведомственность органов власти в центре и на местах, сосредоточить в едином оперативном центре все важнейшие вопросы деятельности государства. ГКО изначально был создан как чрезвычайный орган, получивший всю полноту власти в Союзе ССР. Его указания были обязательны для любого советского, хозяйственного, партийного, комсомольского и военного органа, а также для всех граждан СССР.

    В ГКО изначально вошли пять человек. Возглавил комитет председатель Совнаркома и секретарь ЦК Иосиф Сталин. Его заместителем стал нарком иностранных дел Вячеслав Молотов, а членами ГКО — член Политбюро маршал Климент Ворошилов, начальник управления кадров и член оргбюро ЦК Георгий Маленков и нарком внутренних дел Лаврентий Берия. В дальнейшем состав комитета менялся.

    Государственный комитет обороны (ГОКО, ГКО) — чрезвычайный высший государственный орган управления, обладавший всей полнотой военной, политической и хозяйственной власти в СССР, созданный во время Великой Отечественной войны. В задачи этого подразделения первоначально входила координация и объединение действий остальных структурных подразделений. Как высший орган государственного управления, ГКО ставил перед Верховным Главнокомандованием и в целом перед Вооруженными Силами СССР военно-политические задачи, совершенствовал структуру Вооруженных Сил, расставлял руководящие кадры, определял общий характер использования Вооруженных Сил в войне.
